Application Details
Licence to Deal in Explosive Precursors - Includes sell, keep or expose for sales.
Licence to Manufacture Explosive Precursors - Any process of producing the explosive precursors and includes the refining or remaking of any substance to become an explosive precursor.
Licence to Possess / Control Explosive Precursors - To control or use Explosive Precursors.
Licence to Store Explosive Precursors - For a premises to store Explosive Precursors storage.

Fees
Fees: (a) To possess or control any explosive precursor: $44
(b) To manufacture any explosive precursor: $140
(c) To deal in any explosive precursor: $285
(d) Licence in respect of premises for storing or keeping any explosive precursor: $130
or part thereof
Documents Needed
Supporting documents to be submitted include, but not limited to:
- catalogue and safety datasheets of explosive precursors
- training records and certifications of staff handling explosive precursors
- safety and security plan for handling, transportation and storage of explosive precursors (where applicable)
- write up on the actual processes where explosive precursors are used
Requirements
The applicant must be;
a) a Singaporean or Permanent Resident of Singapore
b) at least 21 years old at the time of application
c) must be the following business stakeholders as registered with the Accounting and Corporate Regulatory Authority (ACRA)
i) A Director - for companies
ii) A Partner - for partnerships, limited partnerships (LP) and limited liability partnerships (LLP)
iii) The Sole Proprietor - for sole proprietorships
d) The applicant, directors / partners and staff who will be directly involved in the handling of explosives precursors must fulfil the following criteria:
i) be fit and proper person e.g free from criminal record; and
ii) have the relevant experience and training in handling and using of explosives precursors.
